When Migration Happens

Migration isn’t always open—it follows a seasonal cycle.

  • Opens between seasons
  • First opportunity: after Season 2
  • Then repeats:
    • After Season 3
    • After Season 4
    • And so on

What this really means:
You only get specific windows, so planning ahead is mandatory. Miss it = stuck another full season.


Migration Requirements

To migrate to a target State, survivors must meet several requirements, and migration will only be possible if there is available capacity within the destination state’s tier limits. Players must either receive an official invitation from the destination State’s President or qualify as a Regular-tier survivor during the Free Migration Phase, which allows limited unrestricted movement.

Your Headquarters must meet the required level for migration and be in a safe state at the time of transfer. This means it cannot be engaged in combat, and no troops can be deployed outside your base. Any active marches or engagements will prevent migration until resolved.

There are also strict status restrictions. Players cannot migrate while serving as a President, must leave their current Alliance before initiating the move, and cannot have already migrated during the current event cycle. These rules ensure fair distribution and prevent abuse of the system.

After successfully migrating, a 30-day cooldown is applied before you can migrate again, making each move a commitment rather than something that can be done frequently.

Finally, migration is not free. Players must use Migration Passes, with the required amount scaling based on their identity tier. Higher-tier players will need significantly more passes, reinforcing the importance of planning and securing a destination before committing to a move.

TL;DR

To migrate, you must meet all of the following conditions:

  • Have an invitation, or be a Regular-tier player during the Free Migration Phase
  • Meet the required Headquarters level
  • Not be in combat and have no deployed troops
  • Not hold the position of President
  • Not have already migrated during the current event
  • Not be in an Alliance (you must leave before migrating)


Migration Phases

Phase 1: Prep Phase

  • View states
  • Check slots
  • Contact Presidents

Phase 2: Invitation Phase

  • Presidents send invites
  • Higher tiers must apply
  • Invites expire (~24h)
  • Rejections = cooldown (~20 min retry)

Phase 3: Free Migration

  • Only Regular players move freely
  • Higher tiers still need invites


Migration Score (Who Gets In)

Each player is assigned a Migration Score, which determines their eligibility and tier when transferring to a new state.

This score represents your overall combat strength and is calculated using a combination of:

  • Structure Power (S)
  • Technology Power (T)
  • Hero Power (H)
  • Modded Vehicle Power (V)

Estimated Formula

While the exact formula isn’t officially confirmed, the community generally estimates it as:

Migration Score ≈ 0.35S + 0.45T + 0.25H − 0.20V − 5

In simple terms:

  • Tech and Buildings carry the most weight
  • Heroes contribute moderately
  • Vehicles slightly reduce overall efficiency in scoring

Migration Tiers

Your Migration Score determines your tier, which directly affects your migration requirements and restrictions. These tier thresholds are not fixed—they adjust dynamically based on factors such as the state’s age, current season, overall development level of the state group, and the relative strength of players within those states.

  • Elite → Top players → 50 passes
  • Advanced → High power → 20 passes
  • Intermediate → Mid-tier → 15 passes
  • Regular → Low power → 10 passes


State Migration Capacity

Each state has a limited number of migration slots, and those slots are distributed across player tiers. More active and competitive states tend to have fewer total openings, with especially tight restrictions on Intermediate, Advanced, and Elite players.

Standard / Regular States

  • Elite: 1 slot
  • Advanced: 5 slots
  • Intermediate: 40 slots
  • Regular: 60 slots

Flourishing / Strong States

  • Elite: 0 slots
  • Advanced: 3 slots
  • Intermediate: 40 slots
  • Regular: 60 slots

Huge insight:

  • Top states may completely block Elite players
  • This forces power balance and prevents stacking


How to Get Migration Passes

1. Glory Shop (F2P Method)

  • Cost: 5,000 Glory Badges per pass
  • Limit: 1 per week.

2. Paid Packs

Migration Passes can be purchased through in-game bundles, which often include multiple passes per pack. These offers are subject to daily purchase limits, restricting how many you can buy each day.

  • Common Migration Pack (5 Passes): $5 — Limit 5 per day
  • Uncommon Migration Pack (20 Passes): $20 — Limit 5 per day


Do You Lose Anything After Migrating?

No—your account remains completely intact after migration. All resources, speedups, upgrades, development progress, and overall progression are preserved exactly as they were. After migrating, your base will be placed at a random location within the target state’s map.
